This position is located at the Wisconsin Revenue Building , situated conveniently off the Beltline just five minutes from Downtown Madison. DOR administers the state's major tax laws including the collection of individual income taxes, sales taxes, corporate income taxes and excise taxes. Position Summary
The Human Resources Section Manager is responsible for administering and directing significant department-wide Human Resources (HR) service programs including recruitment and staffing activities, classification, compensation, and related survey activities for the Department of Revenue and Department of Veterans Affairs.
Primary responsibilities include the following:
- Administration and direction of recruitment/staffing and classification/compensation activities for the assigned agencies
- Supervision and development of assigned staff
- Human resources data management

Salary Information This position is in the Human Resources Program Officer classification, pay schedule-range 81-02 with an
annual salary of $100,880 - $107,577, plus excellent benefits. A two-year Career Executive trial period is required.
For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan effective at time of hire.
Job Details Background Checks : Due to the nature of this position, final candidates will be subject to criminal background, caregiver background, fingerprint, and tax compliance checks.
The Department of Administration does not sponsor work visas. All persons hired will be required to verify eligibility to work in the United States without sponsorship when completing the
I-9 form upon hire.

Qualifications The qualifications listed below will be evaluated in the first step of the selection process and must be clearly described in the Letter of Qualifications (LoQ). Minimally qualified applicants must describe experience with all the following:
- Supervising professional HR staff performing duties such as evaluating employee performance, hiring, discipline, assigning work, resolving conflict, etc.
- Working in a professional human resources role performing recruitment and staffing related activities (e.g., conducting position analyses, developing job announcements and applicant screening tools, developing interview questions, etc.).
- Developing or revising policies/procedures related to HR.
In addition to the minimum qualifications above, well-qualified applicants will also have experience with at least some of the following:
- Providing oversight and supervision of other supervisors in a formal HR role.
- Leading human resources program-related process improvement initiatives utilizing surveys, practitioner and customer interviews, and/or other quality improvement tools
- Guiding executive-level leaders in the interpretation and application of HR laws, administrative rules, and/or policies
- Performing employee classification and/or compensation functions
- Performing any of the above qualifications in the public sector
- Leading staff in providing simultaneous human resources support to multiple organizations/departments with different operational needs or objectives
- Experience with any of the above qualifications in a large organization consisting of 1,000 or more employees
