Description:
The Financial Support Specialist provides contract, acquisition, grants, and federal travel support, along with comprehensive financial execution and administrative services for federally funded program activities. This role supports grants management staff and program leadership by ensuring compliant contract administration, travel processing, and financial reporting across NOAA systems.
Key Responsibilities:Contract, Acquisition, Grants, and Travel Support - Provide financial and administrative support to CORs, grants management staff, and program managers for contracts, acquisitions, DEOBs, and federal agreements.
- Assist with grants and contract administrative activities, including financial documentation, tracking, and compliance support.
- Review vendor invoices and supporting documentation to ensure accuracy, allowability, and compliance with federal requirements.
- Support integrated financial and administrative operations related to travel, contracts, and grants.
- Maintain accurate documentation in SharePoint and other record management systems.
Financial Reporting and Analysis - Prepare accurate and timely weekly, monthly, quarterly, and annual financial reports and presentations.
- Utilize NOAA financial systems, including MARS, CBS, Client, and FMDS.
- Review financial transactions for accuracy and compliance; research discrepancies and support corrective actions.
- Perform variance analysis and support management inquiries.
Financial Management and Monitoring - Examine accounting transactions and documents to ensure compliance with federal financial requirements.
- Maintain internal controls and support audits and reviews.
Administrative and Program Support - Perform office automation and administrative support functions, including document preparation, scheduling, and records management.
- Assist with property inventories, safety self-inspection reports, permits, outreach activities, and program-specific tracking initiatives.
Required Skills /Education/ Certifications & Qualifications: - Bachelor's degree
- Minimum of five (5) years of relevant federal financial or administrative experience.
- Experience working with acquisitions, contracts, DEOBs, grants, and federal travel in a federal environment.
- Experience working with web-based federal travel systems, such as E-2 Solutions, as part of integrated financial and administrative operations.
- Proficiency in applicable web-based financial systems and databases.
- Knowledge and experience in federal financial policy, travel, financial, and administrative systems and operations.
- Knowledge and experience of federal financial and administrative management, with the ability to interpret and apply applicable policies, regulations, and guidelines.
- Demonstrated ability to apply analytical methods and techniques to assess efficiency and effectiveness, including identifying trends, problems, and critical issues.
- Ability to work with web-based systems, including budget tracking, timekeeping, travel, and property management systems.
Preferred Qualifications - Experience with NOAA financial systems and reports.
- Advanced proficiency in Excel, Google Sheets, Tableau, and related tools.
