Description:

Manages projects, plans, assigns, coordinates, and supervises the activities of a division of the City's parks, cemeteries, and recreation facilities, and performs related work as required.

ESSENTIAL FUNCTIONS

The following duties are typical for this position. These are not to be construed as exclusive or all?inclusive. To perform this job successfully, an individual must be able to demonstrate competence and satisfactory performance of these duties. Other duties may be required and assigned.

  1. Plans, assigns, and evaluates the work of employees within the division.
  2. Establishes policies, methods, and procedures to be followed by subordinates.
  3. Oversees the coordination, execution, and scheduling of diverse projects ensuring successful implementation and enhancement of community parks, recreation, and leisure spaces.
  4. Collaborates with vendors, contractors, and city staff to facilitate seamless communication, coordination, and successful execution of projects, ensuring alignment with established timelines and quality standards.
  5. Investigates citizen complaints and takes or recommends appropriate action.
  6. Requisitions and maintains supplies.
  7. Prepares and/or maintains a variety of operations records.
  8. Monitors equipment utilization and maintenance, recommends replacement and may participate in the preparation of specifications for the acquisition of new equipment.
  9. Provides input to budget preparation process and may administer the budget for the division.
  10. Maintains contact with superintendents in other departments and coordinates activities to communicate needs and policies.
  11. Trains by demonstration or by verbal instructions, employees in the performance of park buildings and grounds maintenance tasks and equipment operation.
  12. Maintains records of maintenance, budget, personnel, and attendance.
  13. Refers to blueprints, ordinances, City Charter, personnel handbooks, or manuals pertaining to the assigned work area.
  14. Receives oral and written instructions while predicting and navigating challenges.
  15. Recommends changes to or additions to existing guidelines.
  16. Supervises subordinate employees and in that capacity is responsible for assigning their work and planning the activities of the division.
  17. Holds responsibility for the timeliness, accuracy and completeness of subordinate work while setting goals and priorities for the division as a whole.
  18. Trains and provides tools to subordinate staff in order to develop an environment that allows employees freedom to determine the best methods or accomplishing assignments or objectives.
  19. Available to and counsels with employees concerning highly unusual or complex problems.
  20. Reviews work regularly for conformance to organizational procedures and professional standards.
  21. Professionally represents the best interest of the City in communication with citizens of Denison, using tact and personal judgment in handling unusual or controversial matters.
  22. Possesses the ability to relay information on the services performed, to explain or interpret regulations pertaining to the assigned work area or to resolve problems while maintaining a spirit of cooperation.
  23. Serves as acting superintendent in the event of the Administrative Superintendents absence as needed.
  24. Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
  1. Knowledge of the Citys and Departments operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.
  2. Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
  3. Ability to research and analyze detailed information and make appropriate recommendations.
  4. Ability to develop department goals and objectives.
  5. Ability to plan, develop, implement, and evaluate projects and programs.
  6. Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
  7. Knowledge of operating budgets, including line item budgeting.
  8. Knowledge of administrative policies and procedures of the City.
  9. Ability to establish and maintain accurate records of assigned activities and operations.
  10. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  11. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  12. Ability to think quickly, maintain self?control, and adapt to stressful situations.
  13. Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.
  14. Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
  15. Ability to instruct and train in methods and procedures.
  16. Ability to organize, assign, and modify the work assignment of others, and (re)?establish priorities to meet deadlines.
  17. Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
  18. Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.
  19. Ability to perform mathematical calculations required of this position.
  20. Ability to communicate clearly, concisely and effectively in English in both written and verbal form.
  21. Ability to prepare and maintain accurate and concise records and reports.
  22. Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
  23. Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
  24. Ability to handle sensitive interpersonal situations calmly and tactfully.
  25. Ability to maintain professionalism at all times.
  26. Ability to maintain effective working relationships with individuals within and outside the organization.
  27. Ability to maintain confidentiality and discretion regarding business?related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.
  28. Ability to work the allocated hours of the position and respond after hours as needed.

MINIMUM REQUIRED QUALIFICATIONS

  • Must have high school diploma/GED with a minimum of three (3) years work experience in general maintenance, park maintenance, park operations; of which at least two (2) years have been in a supervisory capacity.
  • Must have driving record sufficient for coverage by Citys auto liability carrier.
  • Preferred: valid CDL, or the ability to obtain.
  • Preferred: Texas Department of Agriculture Certified Non?Commercial Chemical Applicator License, or the ability to obtain.
