**In addition to the salary posted above, this position is currently receiving an additional 5% premium pay due to the position being in King County.

The Washington State Housing Finance Commission (WSHFC) is currently recruiting for a full-time, permanent Data and Analytics Architect in the Information Technology Division.

The Information Technology Division at the Washington State Housing Finance Commission works to support the commission staff to accomplish the commission's goals and objectives. This position is one of four positions within the Information Technology Division that is responsible for all commission business systems including Homebase, Business Central, Laserfiche, and Homeownership's Loan Reservation System.

TheData & Analytics Architect is responsible for designing, creating, and managing the Commission's data architecture. This role is critical in establishing a solid foundation for data management within an organization, ensuring that data is organized, accessible, secure, and aligned with business objectives. The D&A Architect designs warehouses, file systems and databases, and defines how data will be collected and organized.

The duty station for this position is Seattle, WA. The work associated with this position will be performed through a combination of teleworking and complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance of our worksite to respond to workplace reporting requirements.

The Commission is a market-driven and self-supporting agency created to provide below-market rate financing for building, purchasing, or preserving affordable housing and nonprofit capital facilities. The Commission functions as a financing conduit between developers, lenders, first-time home buyers, real estate professionals, and nonprofit organizations to provide affordable financing for homes, rental housing, civic and social services facilities, energy conservation projects and first-time farmers and ranchers.

Duties
Principal Responsibilities:

  • Interprets and delivers impactful strategic plans improving data integration, data quality, and data delivery in support of business initiatives and roadmaps
  • Designs and implements enterprise architecture for the Commission's data warehouse
  • Provides guidance, support, and coordination with Commission staff to integrate new data sources into data warehouse architecture
  • Translate high-level business requirements into data models and appropriate metadata, test data, and data quality standards
  • Ensures technical integration is achieved between the Commission's data warehouse and internal and external Commission data sources
  • Responsible for simplifying the existing data architecture, delivering reusable services and cost-saving opportunities in line with the policies and standards of the Commission
  • Responsible for defining and managing standards, guidelines, and processes to ensure data quality
  • Establish and enforce enterprise data architectural policies, standards, and governance practices to reduce technical debt, improve lifecycle management, and ensure consistent, supportable environments
  • Ensures rigorous application of and compliance with the Commission's IT security policy to all components and connections of the data warehouse architecture
  • Routinely evaluates the Commission's data warehouse policy against industry best practices and recommends and implements updates as needed
  • Able to identify opportunities for improving systems that support business processes
  • Create and maintain documentation of the architecture infrastructure that identifies business units and key
  • Work on additional special projects throughout the year as identified by management and perform other duties as assigned.
Qualifications
We are most interested in candidates who meet or exceed the following criteria:
  • Proven ability to lead end-to-end projects involving data warehousing, modeling, and analysis.
  • Demonstrated success in designing and implementing data models for enterprise-level warehouse initiatives.
  • Advanced skill in SQL for data manipulation and analysis
  • Hands-on experience with business intelligence tools (e.g., Power BI, Tableau) and ETL processes.
  • Experience managing or querying various database technologies such as SQL Server, NoSQL, Oracle, Hadoop, or Teradata.
  • Ability to Take Action to Learn and Grow: Candidates who are curious about themselves and others, take responsibility for knowing their own strengths and weaknesses, and use that learning to make government programs more efficient and effective to serve all Washingtonians. This includes staying current on new solutions and adapting to a changing IT environment to meet the Commission's needs.
  • Ability to Take Action to Meet the Needs of Others: Candidates who are flexible, adaptable, and customer-service focused, demonstrating a willingness to empathetically respond to the unique needs of colleagues and the public. This includes collaborating across the Commission to overcome challenges, find solutions, and adapt communication styles to different communities and individuals.
Preferred/Desired:
  • A Bachelor's and/or Master's Degree in computer science, data science, engineering, or related field
  • Experience with Salesforce and integrating Salesforce into a Datawarehouse
  • Experience with Laserfiche

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
