Description:

Provide oversight and manage compensation and salary administration. Monitor compensation plan and job classifications for compliance with state and federal laws and regulations. Support the HR Director with accurately maintaining the District's position control system. Support the HR Director and staff with areas of leave administration, background services, and certification. Implement and oversee the District's applicant tracking program and screening process. Ensure that the District is represented as an attractive employer.

Qualifications:

Education/Certification:

  • Bachelor's Degree preferred

Special Knowledge/Skills:
  • Knowledge of wage and salary administration
  • Knowledge of general compensation including compliance with state and federal laws and regulations
  • Ability to implement policy and procedures
  • Ability to interpret data
  • Ability to use software to develop spreadsheets, perform data analysis, and do word processing
  • Strong public relations, organizational, communication, and interpersonal skills
  • Excellent organizational skills, communication and interpersonal skills

Experience:

Minimum of five years of related job experience preferred in human resources, background, leave, payroll, and related field

Major Responsibilities and Duties:
  • Oversee and maintain the District's compensation plan and processes
  • Support the Director of HR to plan, evaluate, and implement personnel needs of the District
  • Support the Director of HR with leave, background, certification and staffing
  • Collaborate with Finance Department to ensure accurate and appropriate payroll accounts for each position
  • Collaborate with Payroll Department on a continual basis related to new hires, separations, retirements, and contract management
  • Support the Director of HR with maintaining the District position control system in an accurate and efficient manner

Compensation
  • Oversee and manage the district's competitive compensation program including regular evaluation of pay and stipend structures, market alignment job descriptions and position alignment
  • Develop and update district pay structures and stipend schedules
  • Develop, document, and implement procedures for administering the District's pay practices and ensure that procedures for placement of newly hired employees and employees who change assignments are applied consistently. Streamline processes to ensure efficient and effective operations
  • Support and assist the HR Director to calculate salaries for new hires and assignment changes
  • Work with other HR staff and supervisors to ensure accurate job descriptions for all district positions. Conduct job analysis to determine appropriate salary levels according to compensation guidelines. Review jobs to determine FLSA exemption status
  • Analyze compensation policies in relation to wage and hour regulations and recommend changes as appropriate
  • Coordinate the annual salary change process and monitor adjustments to ensure accuracy
  • Collaborates with campus administrators and department heads to confirm all stipend amounts yearly as well as update and maintain stipend information in database
  • Participate in compensation surveys
  • Ability to meet critical deadlines for budget preparation

Reports and Correspondence
  • Work with other HR staff and supervisors to prepare and distribute employment contracts and letters of reasonable assurance to appropriate staff annually
  • Ensure accuracy of employee demographic data. Prepare and file reports required by Equal Employment Opportunity Commission
  • Prepare correspondence, forms, and reports according to district standards and requirements
  • Assist with compiling and reporting projections of staffing needs
  • Compile, maintain, and file related reports, records, and other documents required
  • Comply with policies established by federal and state law, State Board of Education rule, and Board policy
  • Perform other duties as the Assistant Superintendent may assign

Tools/Equipment Used: Standard office equipment including personal computer and peripherals

Salary:
Pay Grade PG03, $374.66 - $442.36 daily rate, commensurate with experience according to District salary schedule.
