Overview
GovCIO is currently hiring for aTechnical Project Managertojoin our Health PMO Health Information Governance (HIG) team to provide health technology management services. This position provides guidance and recommendations on how to best support the HIG level requirements of managing and organizing the Sub Product Line expectations for current and future state of the 15 products. It also provides guidance and solutions that are relevant, in line with industry best practices and customized to meet the needs of the organization by supporting the VA HIG Sub Product Line Product Managers. This position will be a US-based fully remote position with core hours of operation from Monday to Friday from 8 AM to 5 PM ET.
Responsibilities
Manage Agile delivery model, whether Scaled Agile Framework (SAFe), Lean Kanban, DevSecOps, or other iterative development approaches.
Support program management, governance, oversight, and executive level reporting
Manage competing priorities, address data calls, and provide ongoing progress reports.
Document and provide recommendations for technical management approaches on projects/products.
Manage parallel projects under a complex program while also providing cross functional program level support.
Create strategic roadmaps, with alignment to goals and operations plans.
Document, track, and monitor project, program, system, product, and various performance metrics and report progress with recommendations or innovative approaches for improvement, organizational maturity, and/or optimization.
Serve as an escalation point for customer concerns if/when they arise and identify appropriate resolutions to achieve client satisfaction in a timely manner.
Provide leadership and direction to assigned direct reports, clients, key stakeholders, and executive leadership.
Provide strategic advice on product line performance through automation, continuous integration pipelines, and other means.
Provide support for product teams as it relates to automation, CI/CD, and DevOps and/or DevSecOps.
Qualifications
Required Skills and Experience
Bachelor's degree in business administration, Business Management, Computer Science, Information Systems, Operations Research, or related field plus 5 years of experience; 5-7 additional years of experience can be substituted for the degree. Experience in managing mid-sized or large-scale software development projects.
Experience in the software development lifecycle.
Proficient with MS Office (Word, Excel, PowerPoint, Visio).
Proficient with MS SharePoint and MS Teams.
Experience using Jira in an Agile or SAFe environment.
Familiarity and understanding of DevSecOps principles and best practices.
Experience managing projects.
Experience supporting executive summary presentations
Experience in risk management and mitigation strategies
Preferred Skills and Experience
Experience in Department of Veterans Affairs project management
Experience in Healthcare IT project management
Project Management Professional – PMP Certified
SAFe Certified
Understanding of Lean Six Sigma and LEAN principles and processes
Understanding VA technologies such as VistA, VPR, REST API SOAP
Familiarity with InterSystems products such as (Cache, IRIS, FHIR ODS, HS, HC, etc.)
Familiarity with the Electronic Health Record (EHR)
Clearance : Must be able to obtain/maintain a suitability/public trust clearance with the VA.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

USD $110,000.00 - USD $120,000.00 /Yr.
