Description
This position performs duties related to compliance with the terms of City's Municipal Stormwater Permit, Industrial Stormwater Permit and New Construction Sites within the City. This position is responsible for assisting with inspections, program compliance and enforcement of local, state and federal guidelines. This position will also be responsible for assisting with public education, data management including trending and graphing and will perform other work as required.

Examples of Duties

1. Responsible for notifying Construction Site Operators of stormwater permitting, sediment and erosion control requirements.
2. Responsible for notifying Industrial Users of stormwater permitting and Stormwater Pollution Prevention Plan requirements.
3. Responsible for implementing the City of Denison Municipal Separate Storm Sewer System management plan.
4. Expected to provide coaching and guidance to the extent applicable and conduct enforcement as needed.
5. Responsible for conducting stormwater inspections and assisting with sampling.
6. Researches permit, ordinance, state and federal regulations pertaining to stormwater control activities and stay abreast of current and accepted best management practices and control measures.
7. Provides exceptional customer service, displays commitment, accountability, and integrity. Emphasizes teamwork and diversity with internal departments and external customers.
8. Prepares detailed and factual reports on conditions discovered during inspections, prepares inspection finding letters and manages files updates, documentation and records.
9. Performs other duties as assigned and may be assigned to special projects and tasks.

KNOWLEDGE SKILLS AND ABILITIES

1. Good knowledge of Windows, Microsoft Office, the Internet, smart phone/tablet applications and other computer applications
2. Good clerical and office equipment operations
3. Knowledge of environmental impacts and personal protective equipment
4. Knowledge of regulatory and technical aspects of EPA and TCEQ
5. Ability to clearly and professionally communicate verbally and written.
6. Ability to work independently and provide decision making support based on existing ordinances, law and regulations.
7. Ability to handle or initiate contact with public or other entities which may involve conflict and considerable tact or judgment to resolve problems.
8. Ability to follow oral and written directives; work well under pressure and stress; meet deadlines; deal effectively and efficiently, in a pleasant manner, with contractors, industrial users and the public.
9. Ability to collect field samples and data using technical sampling and monitoring equipment.
10. Ability to conduct detailed data analysis and prepare required reports and other correspondence using computer database, spreadsheets and word processing software applications.
11. Ability to understand and learn existing City ordinances, maps, laws and regulations pertaining to the environment.
12. Ability to establish and maintain effective working relationships with contractors, regulators, industrial and commercial users, the public and other departmental employees.

Typical Qualifications
MINIMUM REQUIRED QUALIFICATIONS

• Must have high school diploma/GED
• Must have valid driver's license at time of placement and a driving record sufficient for coverage by City's auto liability carrier

PREFERRED QUALIFICATIONS

• Prefer two (2) years of experience in Pretreatment, Stormwater, Construction or Environmental and Health Programs or any combination of education and experience leading to the described level of knowledge and skill
