Public Works Manager - Maintenance

Description:

Manage, direct, and coordinate activities within the Public Works Department, specifically the sanitation, street, and fleet divisions. Prepare reports and help organize, coordinate, and administer business and technical functions within the department. Develop and update standard operating procedures, set departmental policies, and plan and administer the activities of the divisions.

ESSENTIAL FUNCTIONS

The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must demonstrate competence and satisfactory performance of these duties. Other duties may be required and assigned.

  1. Perform assignments requiring intensive and diversified knowledge of construction and management principles related to Public Works infrastructure and sanitation operations.
  2. Coordinate planning, organizing, and oversight of the sanitation, streets, and fleet divisions.
  3. Assign work activities, delegate duties to staff, and monitor workflow across multiple divisions, projects, and programs.
  4. Prepare departmental budget requests and monitor budget accounts.
  5. Assist the Director of Public Works in evaluating, planning, and executing projects in the City's Capital Improvement Plans.
  6. Prepare plans and specifications for bids, administer construction contracts, and coordinate with vendors, contractors, engineers, and other agencies.
  7. Consult with the public, consultants, contractors, and vendors regarding Public Works projects.
  8. Inspect construction projects and work sites for quality and safety compliance.
  9. Respond to citizen inquiries and resolve complaints.
  10. Work within rules, policies, and reporting requirements of State and Federal agencies.
  11. Compile and complete reports for regulatory compliance.
  12. Monitor construction progress, worker productivity, and safety compliance through inspections.
  13. Conduct inspections of major municipal facilities and projects for compliance with plans and specifications.
  14. Maintain regular and punctual attendance.
  15. Perform all other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Extensive knowledge of State and Federal rules applicable to public works.
  • Knowledge of laws and regulations governing the work area.
  • Understanding of administration principles related to maintenance and operations of Sanitation, Streets, and Fleet.
  • Familiarity with City and Department policies, procedures, and practices.
  • Knowledge of budgeting, fiscal management, and project management principles.
  • Ability to utilize strategic planning principles.
  • Knowledge of public works and engineering construction inspection practices.
  • Ability to read and interpret engineering plans and specifications.
  • Competence in routine construction inspection and safety standards.
  • Ability to maintain consistent attendance and respond after hours as needed.

MINIMUM REQUIRED QUALIFICATIONS

  • High School Diploma/G.E.D.
  • Valid driver's license with a driving record acceptable to the City's auto liability insurer.
  • Ten years of experience in Public Works in a managerial or supervisory role.
  • Five years of experience in sanitation, streets, and/or fleet services.

PREFERRED QUALIFICATIONS

  • Bachelor's degree in civil engineering, public administration, or related field preferred.

PHYSICAL AND WORK ENVIRONMENT

  • Frequent walking, driving, or sitting.
  • Ability to lift objects from 1-50 pounds regularly, and up to 80 pounds occasionally.
  • Ability to operate knobs, levers, and other controls frequently.
  • Occasional squatting, kneeling, and crawling.
  • Frequent bending, climbing, and reaching.
  • Ability to work in inclement weather, after hours, weekends, and holidays as needed.
